Ms. Amali Rajapakse is a Senior Transport Specialist with the World Bank's Global Transport Practice in South Asia, based in Singapore. She is an innovative finance professional with more than 20 years of combined experience across the World Bank and the public and private sectors. Her expertise spans transport sector, regional connectivity, infrastructure finance, and public-private partnerships (PPPs).

She has been involved in advancing regional connectivity and integration across South Asia, engaging with countries including Bangladesh, Nepal, and Sri Lanka, alongside PPP development and transport sector reform initiatives.

Currently, she leads the Sri Lanka ports and logistics agenda for the World Bank, including preparation of a joint IBRD-IFC supported initiative for the expansion of the Colombo Port and development of the Logistics Ecosystem. She has also originated an innovative structured finance solution — the Sri Lanka Port Development Fund — to mobilize private capital for the sector, in collaboration with other stakeholders.

Previously, she coordinated the World Bank's transport sector program for the South Caucasus (Georgia, Armenia, and Azerbaijan) and contributed to the development of the Middle Corridor connecting Central Asia and China to Europe.

She also brings extensive experience developing and managing transport sector portfolios and PPPs in Sri Lanka. As Director (Power and Ports) at the Government’s PPP unit, she managed a portfolio of PPP infrastructure projects in the power and ports sectors, providing financial and commercial input on structuring, evaluation, negotiation, and contracting on behalf of the Government. She was also part of the Government team that structured and negotiated Sri Lanka's first port sector PPP concession.

She is a Fellow of the Chartered Institute of Management Accountants (CIMA), UK, and holds a Master of Science in Finance from Brunel University, UK.
